推進公交優先發展 構建無縫出行體系 ——南寧市大力創建國家公交都市,公交發展質量水平顯著提升

    根(gen)據《交通運輸部關于(yu)公(gong)布“十三(san)(san)五”期(qi)全(quan)面(mian)推進公(gong)交都(dou)市建(jian)設(she)(she)第一批創建(jian)城市名單的通知》精(jing)神,2017年8月(yue),南寧(ning)市被確定為“十三(san)(san)五”期(qi)國家全(quan)面(mian)推進公(gong)交都(dou)市建(jian)設(she)(she)第一批創建(jian)城市。

    南(nan)寧市(shi)(shi)委、市(shi)(shi)政府高度重視,以創建(jian)公交(jiao)都市(shi)(shi)為(wei)契(qi)機,大(da)力推進公交(jiao)優(you)先發展戰略,構建(jian)以軌道交(jiao)通(tong)(tong)和BRT為(wei)骨干,常規公交(jiao)為(wei)主(zhu)體(ti),各(ge)種交(jiao)通(tong)(tong)出行方式(shi)無縫(feng)銜接的(de)(de)公共(gong)(gong)交(jiao)通(tong)(tong)體(ti)系,逐步(bu)確立(li)公共(gong)(gong)交(jiao)通(tong)(tong)在南(nan)寧城(cheng)市(shi)(shi)交(jiao)通(tong)(tong)系統中的(de)(de)主(zhu)體(ti)地位(wei),公共(gong)(gong)交(jiao)通(tong)(tong)發展的(de)(de)質量(liang)和水平得到較(jiao)大(da)提(ti)升(sheng)。

    19項指標(biao)已達(da)創建預期目標(biao)

    “周一(yi)到周五(wu)(wu)基(ji)本(ben)不開(kai)車了,地鐵(tie)(tie)速度快、準時(shi)還不堵(du)車。”家住金湖(hu)南路(lu)的市民李先生說,自(zi)從地鐵(tie)(tie)3號線通車后,他到位于(yu)五(wu)(wu)象新區的公司(si)上班,基(ji)本(ben)都(dou)是依(yi)靠地鐵(tie)(tie)+公交車或者地鐵(tie)(tie)+公共自(zi)行車出行。

    如今,高效便捷的(de)公(gong)共交(jiao)通(tong)(tong)(tong)出行體系(xi),正吸引著(zhu)越(yue)來(lai)越(yue)多的(de)南寧市(shi)民通(tong)(tong)(tong)過公(gong)共交(jiao)通(tong)(tong)(tong)工具(ju)出行。公(gong)交(jiao)都(dou)市(shi)創建(jian)(jian)工作開展以來(lai),南寧市(shi)實現公(gong)共交(jiao)通(tong)(tong)(tong)多元化(hua)發展,開通(tong)(tong)(tong)軌道交(jiao)通(tong)(tong)(tong)線(xian)(xian)路3條,運(yun)營(ying)里程81.2公(gong)里,運(yun)營(ying)車站66座(zuo)(含4座(zuo)換乘(cheng)站),形成(cheng)三線(xian)(xian)網絡化(hua)運(yun)營(ying)的(de)軌道交(jiao)通(tong)(tong)(tong)線(xian)(xian)網格局,軌道交(jiao)通(tong)(tong)(tong)4號(hao)線(xian)(xian)、5號(hao)線(xian)(xian)、2號(hao)線(xian)(xian)東(dong)延(yan)線(xian)(xian)建(jian)(jian)設(she)穩步推(tui)進。

    此外(wai),南(nan)寧市(shi)還(huan)開通了快速公(gong)交(jiao)(BRT)1、2號線(xian)(xian),總里(li)(li)程(cheng)為30.4公(gong)里(li)(li),運營車站(zhan)(zhan)34座,系統內以“固(gu)定線(xian)(xian)路+靈(ling)活線(xian)(xian)路”的形式(shi)運營,目前系統內日均客運量(liang)達16.29萬(wan)人次。同(tong)時(shi),建成了104公(gong)里(li)(li)公(gong)交(jiao)專(zhuan)用道、94個公(gong)交(jiao)場站(zhan)(zhan)。

    南寧市通過全(quan)面落實頂層設(she)計,大力(li)開展基(ji)礎設(she)施建(jian)設(she),在公(gong)交(jiao)(jiao)(jiao)都市建(jian)設(she)的(de)34項指標(biao)中,萬(wan)人公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通車(che)(che)輛保有量、公(gong)共(gong)(gong)汽(qi)(qi)電(dian)車(che)(che)進場率(lv)、綠(lv)色公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通車(che)(che)輛比率(lv)等(deng)19項指標(biao)達到了(le)創建(jian)2020年(nian)度公(gong)交(jiao)(jiao)(jiao)都市的(de)預期目(mu)標(biao)值,占比為(wei)56%,公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通機動化分(fen)擔率(lv)、早(zao)晚高峰時段公(gong)共(gong)(gong)汽(qi)(qi)電(dian)車(che)(che)平均運營時速、公(gong)交(jiao)(jiao)(jiao)專用(yong)道設(she)置比率(lv)、公(gong)共(gong)(gong)交(jiao)(jiao)(jiao)通乘車(che)(che)一卡通使用(yong)率(lv)等(deng)15個指標(biao)雖還未達到預期目(mu)標(biao)值,但也取(qu)得(de)顯著提升,群眾出行條件得(de)到較(jiao)大改善。

    多種服務模式(shi)公交線(xian)相繼開行

    目前,南(nan)寧市(shi)公(gong)(gong)(gong)交(jiao)線路(lu)(lu)(lu)達201條,營運(yun)線路(lu)(lu)(lu)總長(chang)度4118.61公(gong)(gong)(gong)里(li),初步形(xing)成功(gong)能明(ming)確、層次清晰的(de)“快(kuai)—干—支”公(gong)(gong)(gong)交(jiao)運(yun)營服(fu)務(wu)(wu)(wu)網絡體(ti)系。從2013年(nian)起,南(nan)寧市(shi)每年(nian)開(kai)展公(gong)(gong)(gong)交(jiao)線網優化調整方案編制工作,包括公(gong)(gong)(gong)交(jiao)快(kuai)線、高(gao)峰(feng)專線、微循(xun)環公(gong)(gong)(gong)交(jiao)、定制公(gong)(gong)(gong)交(jiao)等多種(zhong)服(fu)務(wu)(wu)(wu)模式的(de)公(gong)(gong)(gong)交(jiao)線路(lu)(lu)(lu)相繼開(kai)行(xing),重點(dian)增加南(nan)寧經開(kai)區(qu)(qu)、南(nan)寧高(gao)新(xin)區(qu)(qu)、五象新(xin)區(qu)(qu)等區(qu)(qu)域(yu)的(de)公(gong)(gong)(gong)交(jiao)供給,主(zhu)動(dong)服(fu)務(wu)(wu)(wu)新(xin)建(jian)商業街區(qu)(qu)及景點(dian)的(de)公(gong)(gong)(gong)交(jiao)需(xu)求(qiu),做好軌道交(jiao)通與常(chang)規(gui)公(gong)(gong)(gong)交(jiao)線路(lu)(lu)(lu)的(de)銜(xian)接,降低(di)公(gong)(gong)(gong)交(jiao)線路(lu)(lu)(lu)重復系數,公(gong)(gong)(gong)交(jiao)線網覆蓋率得到進一步提升。

    2015年(nian)(nian)起,我市將(jiang)購買新(xin)能(neng)源(yuan)(yuan)(yuan)與(yu)(yu)清潔能(neng)源(yuan)(yuan)(yuan)公(gong)(gong)交(jiao)(jiao)車列入市級(ji)為民辦實事項目,采取由市財政(zheng)“以獎代補(bu)”的(de)方式,對(dui)新(xin)購的(de)新(xin)能(neng)源(yuan)(yuan)(yuan)與(yu)(yu)清潔能(neng)源(yuan)(yuan)(yuan)車輛(liang)進行一定的(de)補(bu)貼。截至目前,共(gong)有公(gong)(gong)交(jiao)(jiao)車輛(liang)3519輛(liang),清潔能(neng)源(yuan)(yuan)(yuan)與(yu)(yu)新(xin)能(neng)源(yuan)(yuan)(yuan)公(gong)(gong)交(jiao)(jiao)車3090輛(liang)(新(xin)能(neng)源(yuan)(yuan)(yuan)1740輛(liang))。公(gong)(gong)共(gong)汽(qi)電車平均年(nian)(nian)齡(ling)指標與(yu)(yu)綠色公(gong)(gong)共(gong)交(jiao)(jiao)通車輛(liang)比例指標率先達到(dao)公(gong)(gong)交(jiao)(jiao)都市創建目標值。

    在智能公(gong)交(jiao)方面(mian),南(nan)寧(ning)同(tong)樣(yang)有(you)了明顯的變化(hua),已建設(she)完善基(ji)礎設(she)施平臺——南(nan)寧(ning)公(gong)共(gong)交(jiao)通管(guan)理系(xi)統(tong)、南(nan)寧(ning)市便民出行管(guan)理系(xi)統(tong),完成全國交(jiao)通一卡通互(hu)聯互(hu)通,并于2018年8月8日上(shang)線“南(nan)寧(ning)出行”APP,增加掃碼支付乘車(che)方式。2019年全市投入智能公(gong)交(jiao)電(dian)子站牌490套。

    城鄉(xiang)公交方(fang)面,從主(zhu)城區(qu)到各縣(xian)主(zhu)要(yao)鄉(xiang)鎮,在全市(shi)域(yu)范(fan)圍內,100%行(xing)政(zheng)村通班(ban)車,主(zhu)要(yao)鄉(xiang)鎮100%通“公交化農村客(ke)運班(ban)線(xian)”,中心城區(qu)往東至四(si)塘五塘鎮、往西(xi)至老口(kou)村、往南(nan)至吳圩鎮、往北至武鳴(ming)里建等均開(kai)通公交線(xian)路服務(wu),加強(qiang)了南(nan)寧市(shi)城區(qu)與周邊(bian)城鎮的聯系。

    提高效率(lv)提升(sheng)公(gong)共交通吸引力(li)

    今年,南寧市交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)運輸局將加快完善(shan)公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)都(dou)市創建工作(zuo)機制(zhi)以(yi)及公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)都(dou)市技(ji)術標準和(he)法(fa)規體系(xi),進一步提(ti)高公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)運營效率,提(ti)升公(gong)(gong)共(gong)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)吸引力,強化與(yu)軌(gui)(gui)道(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)、公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)干線(xian)(xian)(快線(xian)(xian))等銜接(jie)的(de)常規公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)線(xian)(xian)網(wang)建設(she)(she),完善(shan)軌(gui)(gui)道(dao)交(jiao)(jiao)(jiao)(jiao)通(tong)(tong)站點接(jie)駁設(she)(she)施(shi)建設(she)(she),形成“慢(man)行(xing)+公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)”“公(gong)(gong)交(jiao)(jiao)(jiao)(jiao)+軌(gui)(gui)道(dao)”等多類換乘樞紐,繼(ji)續(xu)完善(shan)提(ti)升公(gong)(gong)眾(zhong)出行(xing)信息(xi)服(fu)務。

    在南寧近中期軌道(dao)(dao)(dao)交(jiao)通難(nan)以成網(wang)的情況下,建設(she)BRT及(ji)公交(jiao)專(zhuan)用道(dao)(dao)(dao),與軌道(dao)(dao)(dao)交(jiao)通共同(tong)打造(zao)骨(gu)干公交(jiao)體系,提升公交(jiao)服(fu)務(wu)水平。根據客運需求和道(dao)(dao)(dao)路條(tiao)件,結合(he)軌道(dao)(dao)(dao)、BRT建設(she)進度,建設(she)公交(jiao)優(you)先(xian)通道(dao)(dao)(dao),作(zuo)為(wei)BRT網(wang)絡向外(wai)圍組團的延伸并(bing)補(bu)充(chong)服(fu)務(wu)其他(ta)次要客流走廊。同(tong)時,加強專(zhuan)用道(dao)(dao)(dao)管理(li),解決“專(zhuan)用道(dao)(dao)(dao)不專(zhuan)用”問題,保(bao)障(zhang)關鍵(jian)走廊100%公交(jiao)優(you)先(xian)。

    南寧市交(jiao)通(tong)(tong)(tong)(tong)運(yun)(yun)輸局將以“公交(jiao)都市”建設為抓手(shou),建設暢通(tong)(tong)(tong)(tong)城市交(jiao)通(tong)(tong)(tong)(tong)。大(da)(da)力推進軌(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)(tong)(tong)建設,計劃(hua)2020年開通(tong)(tong)(tong)(tong)軌(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)(tong)(tong)4號(hao)線(xian)、2號(hao)線(xian)東延線(xian),2021年開通(tong)(tong)(tong)(tong)軌(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)(tong)(tong)5號(hao)線(xian),實現(xian)軌(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)(tong)(tong)網絡化運(yun)(yun)營,不斷(duan)增強(qiang)公共交(jiao)通(tong)(tong)(tong)(tong)吸引力,大(da)(da)幅提高軌(gui)道(dao)(dao)(dao)交(jiao)通(tong)(tong)(tong)(tong)客運(yun)(yun)量及公共交(jiao)通(tong)(tong)(tong)(tong)服務水(shui)平。

    與此同時,還(huan)將調整城市(shi)用(yong)地布(bu)局向軌道交(jiao)(jiao)通(tong)走(zou)廊(lang)集(ji)聚(ju),盡最大(da)可能(neng)使(shi)更(geng)多(duo)居民選擇軌道交(jiao)(jiao)通(tong)出行(xing)。通(tong)過用(yong)地調整與交(jiao)(jiao)通(tong)接駁(bo),挖掘軌道交(jiao)(jiao)通(tong)1、2、3號線潛(qian)力,大(da)力穩步(bu)推(tui)進公交(jiao)(jiao)都市(shi)創建工(gong)作,確保(bao)全面(mian)完成我市(shi)創建公交(jiao)(jiao)都市(shi)各項(xiang)任(ren)務指標(biao),滿足公交(jiao)(jiao)都市(shi)驗收條件要(yao)求。
