【公交政策】宜春優先發展公共交通實施意見出爐!

    近日,宜(yi)春市(shi)出臺(tai)《關于城(cheng)市(shi)優先(xian)發展(zhan)公(gong)(gong)共交(jiao)通(tong)的(de)實(shi)施意見》(以下簡稱《意見》),力爭到(dao)2025年建成結(jie)構合理、設施配套、方便快捷、安全(quan)舒(shu)適、節能(neng)環(huan)保的(de)公(gong)(gong)共交(jiao)通(tong)系(xi)統,基(ji)本確(que)立公(gong)(gong)共交(jiao)通(tong)在城(cheng)市(shi)(城(cheng)區)交(jiao)通(tong)中的(de)主(zhu)體地(di)位,形成公(gong)(gong)共交(jiao)通(tong)優先(xian)發展(zhan)的(de)新格(ge)局。

    每500米1個公(gong)交站(zhan)臺

    據悉,本(ben)次優先(xian)發展(zhan)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)(jiao)通的(de)主要目標(biao)分為兩個(ge)(ge)階(jie)段。第一階(jie)段,2020年,中心城(cheng)區(qu)(qu)基(ji)本(ben)實現公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)(jiao)通站點(dian)500米(mi)全覆蓋,城(cheng)區(qu)(qu)人(ren)口(kou)萬人(ren)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)汽(qi)(qi)(qi)(電)車(che)擁有量達(da)到(dao)15標(biao)臺(tai)以(yi)(yi)上(shang)(shang)(shang),新建(jian)3個(ge)(ge)公(gong)(gong)(gong)(gong)交(jiao)(jiao)綜合停保場(chang)站,公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)汽(qi)(qi)(qi)(電)車(che)進(jin)(jin)場(chang)率達(da)到(dao)95%以(yi)(yi)上(shang)(shang)(shang),公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)(jiao)通占(zhan)機動化出(chu)(chu)行比(bi)例達(da)到(dao)30%以(yi)(yi)上(shang)(shang)(shang),改造(zao)公(gong)(gong)(gong)(gong)交(jiao)(jiao)專用道2條(tiao)(tiao)以(yi)(yi)上(shang)(shang)(shang),完成港(gang)灣式公(gong)(gong)(gong)(gong)交(jiao)(jiao)站臺(tai)改造(zao)(新建(jian))100個(ge)(ge),新建(jian)(改造(zao))公(gong)(gong)(gong)(gong)交(jiao)(jiao)候(hou)車(che)亭200個(ge)(ge),規劃(hua)BRT快速公(gong)(gong)(gong)(gong)交(jiao)(jiao)線路1條(tiao)(tiao),完成全省“公(gong)(gong)(gong)(gong)交(jiao)(jiao)城(cheng)市(shi)”試點(dian)創建(jian)和(he)爭取(qu)全國(guo)“公(gong)(gong)(gong)(gong)交(jiao)(jiao)都(dou)市(shi)”示范創建(jian)。袁州(zhou)區(qu)(qu)公(gong)(gong)(gong)(gong)交(jiao)(jiao)優先(xian)發展(zhan)的(de)目標(biao)和(he)任(ren)務與中心城(cheng)區(qu)(qu)同步實施,其他縣(市(shi))城(cheng)區(qu)(qu)公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)(jiao)通站點(dian)500米(mi)覆蓋率達(da)到(dao)80%以(yi)(yi)上(shang)(shang)(shang),城(cheng)區(qu)(qu)人(ren)口(kou)萬人(ren)擁有公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)汽(qi)(qi)(qi)(電)車(che)10標(biao)臺(tai)以(yi)(yi)上(shang)(shang)(shang),公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)汽(qi)(qi)(qi)(電)車(che)進(jin)(jin)場(chang)率達(da)到(dao)80%以(yi)(yi)上(shang)(shang)(shang),公(gong)(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)(jiao)通占(zhan)機動化出(chu)(chu)行比(bi)例達(da)到(dao)20%以(yi)(yi)上(shang)(shang)(shang)。

    第二階(jie)段,全市公(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)發展到(dao)(dao)2025年(nian),城區人口(kou)萬人公(gong)(gong)(gong)共(gong)(gong)(gong)汽(電(dian)(dian))車(che)(che)(che)擁有量達(da)到(dao)(dao)18標臺以(yi)(yi)上(shang),建成布(bu)局科學的規模(mo)公(gong)(gong)(gong)交(jiao)停保場(chang)站(zhan)(zhan)6個(ge),公(gong)(gong)(gong)共(gong)(gong)(gong)汽(電(dian)(dian))車(che)(che)(che)進(jin)(jin)場(chang)率達(da)到(dao)(dao)100%,公(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)占機動(dong)化出(chu)行比(bi)例(li)達(da)到(dao)(dao)50%以(yi)(yi)上(shang),符合建設(she)條件的城區道路,基本建有滿足乘客(ke)候車(che)(che)(che)需要的公(gong)(gong)(gong)交(jiao)站(zhan)(zhan)臺,建設(she)BRT快速公(gong)(gong)(gong)交(jiao)線路1~2條。袁州區公(gong)(gong)(gong)交(jiao)優先發展的目標和任務(wu)與中心(xin)城區同(tong)步實施,其他縣(市)城區基本實現公(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)站(zhan)(zhan)點500米全覆蓋,城區人口(kou)萬人公(gong)(gong)(gong)共(gong)(gong)(gong)汽(電(dian)(dian))車(che)(che)(che)擁有量達(da)到(dao)(dao)12標臺以(yi)(yi)上(shang),公(gong)(gong)(gong)共(gong)(gong)(gong)汽(電(dian)(dian))車(che)(che)(che)進(jin)(jin)場(chang)率達(da)到(dao)(dao)100%,公(gong)(gong)(gong)共(gong)(gong)(gong)交(jiao)通(tong)占機動(dong)化出(chu)行比(bi)例(li)達(da)到(dao)(dao)35%以(yi)(yi)上(shang)。

    優先(xian)規(gui)劃(hua)建(jian)設(she)公交設(she)施(shi)

    按照公(gong)(gong)交(jiao)發展目(mu)標要求和公(gong)(gong)交(jiao)用地(di)規(gui)(gui)劃(hua),全市(shi)將落實(shi)公(gong)(gong)交(jiao)場站及相關配套(tao)設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)用地(di),符(fu)合(he)劃(hua)撥用地(di)目(mu)錄的,可采取行(xing)政劃(hua)撥方式(shi)供地(di),需(xu)要辦理商(shang)服用地(di)手續(xu)和用地(di)為商(shang)業性(xing)質(zhi)的,以公(gong)(gong)開出(chu)讓方式(shi)供地(di)。城(cheng)區(qu)改造、道路改(新)建(jian)、大型設(she)(she)(she)(she)施建(jian)設(she)(she)(she)(she)應(ying)優先考(kao)慮規(gui)(gui)劃(hua)建(jian)設(she)(she)(she)(she)公(gong)(gong)交(jiao)換(huan)乘樞紐、調度中心、綜合(he)停保場、始(shi)末(mo)站、充電(dian)樁、公(gong)(gong)交(jiao)車輛掉頭、司乘人(ren)員用水、如廁等保障設(she)(she)(she)(she)施,實(shi)現同步(bu)規(gui)(gui)劃(hua)、同步(bu)設(she)(she)(she)(she)計、同步(bu)建(jian)設(she)(she)(she)(she)、同步(bu)竣工、同步(bu)交(jiao)付使用。

    《意見(jian)》要求(qiu)(qiu)(qiu),對已開通公(gong)(gong)(gong)交(jiao)(jiao)的(de)道(dao)路,應預留足(zu)夠面積的(de)土地,以(yi)滿足(zu)港灣式(shi)站臺建設要求(qiu)(qiu)(qiu)。對新(xin)建道(dao)路和(he)(he)設施(shi),交(jiao)(jiao)通運輸部門要參(can)與(yu)規劃(hua)評(ping)審,提出(chu)公(gong)(gong)(gong)交(jiao)(jiao)設施(shi)建設方(fang)面的(de)意見(jian),對未按(an)規定(ding)和(he)(he)要求(qiu)(qiu)(qiu)配套建設公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通設施(shi)的(de)項目一律不(bu)予審批和(he)(he)驗收。城(cheng)市(shi)內人流(liu)密集的(de)單向三車道(dao)以(yi)上道(dao)路,應創造條件逐步建設公(gong)(gong)(gong)交(jiao)(jiao)專用道(dao)。主(zhu)城(cheng)區(qu)與(yu)周邊新(xin)區(qu)、旅游區(qu)之間的(de)主(zhu)干(gan)道(dao),應逐步建設容量大(da)、服務標(biao)準較高(gao)、投資成(cheng)本較低的(de)BRT快速(su)公(gong)(gong)(gong)交(jiao)(jiao)線路,加快城(cheng)市(shi)出(chu)行速(su)度(du),增(zeng)強公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通吸(xi)引力。

    保障公(gong)交車(che)優先通行

    《意見》要(yao)求,要(yao)建(jian)立公交(jiao)車(che)(che)輛更(geng)(geng)新和報廢機制(zhi),形成科學(xue)的、且與(yu)城(cheng)市(shi)發展相配備的車(che)(che)輛發展計劃。公交(jiao)車(che)(che)更(geng)(geng)新改造應充分考慮環保、節能(neng)、舒(shu)適(shi)(shi)、安全(quan)、美觀等(deng)(deng)要(yao)素,逐步完成噪音大、耗能(neng)高、排放大等(deng)(deng)公交(jiao)車(che)(che)的更(geng)(geng)新。推進低能(neng)耗、低排放、清潔能(neng)源公交(jiao)車(che)(che)輛的使用比(bi)例,提(ti)高車(che)(che)輛舒(shu)適(shi)(shi)程度(du)、技術性能(neng)和節能(neng)減排水平。根據城(cheng)市(shi)實(shi)際需要(yao)和本級財力,適(shi)(shi)時建(jian)設無人駕駛公交(jiao)、空鐵等(deng)(deng)交(jiao)通新模式,滿(man)足市(shi)民(min)日益(yi)增長的舒(shu)適(shi)(shi)度(du)方(fang)面的需求,提(ti)升(sheng)城(cheng)市(shi)品(pin)位。

    綜合考慮城市道(dao)(dao)路(lu)(lu)的(de)(de)實際狀(zhuang)況(kuang)、交通(tong)流(liu)量(liang)、出(chu)行結構等(deng)(deng)因素,科學設(she)置公(gong)共(gong)交通(tong)優(you)(you)先(xian)(xian)通(tong)行信號系統。市區(qu)(qu)新(xin)建(jian)、改建(jian)的(de)(de)主干(gan)道(dao)(dao)也將同步規(gui)劃、建(jian)設(she)公(gong)共(gong)交通(tong)專用(yong)(yong)道(dao)(dao),逐步形成公(gong)共(gong)交通(tong)優(you)(you)先(xian)(xian)通(tong)行網絡(luo)。在符合《城市道(dao)(dao)路(lu)(lu)綠化(hua)規(gui)劃與設(she)計規(gui)范》的(de)(de)基礎(chu)上合理(li)減少(shao)道(dao)(dao)路(lu)(lu)綠化(hua)景觀(guan)帶,增(zeng)設(she)高(gao)峰時段的(de)(de)公(gong)交優(you)(you)先(xian)(xian)車(che)道(dao)(dao)。加大公(gong)共(gong)交通(tong)優(you)(you)先(xian)(xian)通(tong)行管理(li)設(she)施投入,加強公(gong)共(gong)交通(tong)專用(yong)(yong)道(dao)(dao)的(de)(de)監控和(he)管理(li),在擁堵(du)區(qu)(qu)域和(he)路(lu)(lu)段公(gong)交站點前(qian)后(hou)30米范圍內取消占(zhan)道(dao)(dao)停(ting)車(che)。充分(fen)利用(yong)(yong)科技(ji)手段,加大對違法(fa)占(zhan)用(yong)(yong)公(gong)共(gong)交通(tong)專用(yong)(yong)道(dao)(dao)行為(wei)的(de)(de)執法(fa)力度。配(pei)套(tao)設(she)置清晰、直觀(guan)的(de)(de)公(gong)共(gong)交通(tong)優(you)(you)先(xian)(xian)車(che)道(dao)(dao)標(biao)志標(biao)線等(deng)(deng)標(biao)識系統,明確區(qu)(qu)分(fen)公(gong)共(gong)交通(tong)流(liu)與其他交通(tong)流(liu)。

    推(tui)動“互(hu)聯網+公(gong)交(jiao)”智能出行

    《意見(jian)》要(yao)(yao)求(qiu),在城(cheng)市規劃區(qu)(qu)域(yu)內、符合通(tong)(tong)行(xing)條件的(de)社區(qu)(qu)、小區(qu)(qu)要(yao)(yao)科學設(she)置線(xian)路開通(tong)(tong)城(cheng)市公交(jiao)(jiao)車,滿足城(cheng)市擴(kuo)張需(xu)求(qiu),擴(kuo)大公交(jiao)(jiao)覆蓋(gai)面(mian)。要(yao)(yao)提(ti)高對園(yuan)區(qu)(qu)企業的(de)服(fu)務(wu)(wu)水平,以(yi)定(ding)制線(xian)路、開設(she)專(zhuan)線(xian)、小循環等多種(zhong)形式(shi),完善多元化公交(jiao)(jiao)服(fu)務(wu)(wu)網(wang)絡,擴(kuo)大公交(jiao)(jiao)服(fu)務(wu)(wu)的(de)廣度和(he)深度,逐(zhu)步建立(li)“快速線(xian)路、主干線(xian)路、分支(zhi)線(xian)路、微(wei)小線(xian)路”四級線(xian)網(wang)結構,加快智(zhi)能(neng)公交(jiao)(jiao)建設(she),完善智(zhi)能(neng)調度系(xi)統,擴(kuo)大電子站(zhan)牌覆蓋(gai),推行(xing)乘車掃碼支(zhi)付,建成(cheng)網(wang)上辦公系(xi)統和(he)手機APP,推廣全(quan)國(guo)交(jiao)(jiao)通(tong)(tong)“一卡(ka)通(tong)(tong)”。要(yao)(yao)推行(xing)“互(hu)聯網(wang)+公共交(jiao)(jiao)通(tong)(tong)”,向公眾(zhong)提(ti)供(gong)全(quan)鏈(lian)條、全(quan)方式(shi)、跨區(qu)(qu)域(yu)的(de)綜合交(jiao)(jiao)通(tong)(tong)“一站(zhan)式(shi)”信(xin)息(xi)服(fu)務(wu)(wu),推動(dong)公交(jiao)(jiao)智(zhi)能(neng)出(chu)行(xing)。

    此外,我市(shi)(shi)還(huan)將(jiang)公交(jiao)城(cheng)市(shi)(shi)創(chuang)(chuang)建和優(you)先發展公交(jiao)結合(he)起來(lai),同(tong)步實施(shi),同(tong)步推進。科(ke)學制定(ding)公交(jiao)城(cheng)市(shi)(shi)創(chuang)(chuang)建工作實施(shi)方(fang)案,完善在(zai)規劃、建設、用地、路(lu)權(quan)、資金等方(fang)面的配套支(zhi)持政(zheng)策。及時總結創(chuang)(chuang)建工作經驗,在(zai)公交(jiao)城(cheng)市(shi)(shi)創(chuang)(chuang)建基礎上,適時啟(qi)動(dong)并爭創(chuang)(chuang)全國(guo)“公交(jiao)都(dou)市(shi)(shi)”。
